After independence, in the year 1957, 'Balwant Rai Mehta Committee' was formed by the Planning Commission (Abni NITI Aayog) to study the Community Development Program (Year 1952) and National Extension Service Program (Year 1953).  In November 1957, the committee submitted its report, in which it suggested to implement three-tier Panchayati Raj system – village level,In the year 1958, the National Development Council accepted the recommendations of the Balwant Rai Mehta Committee and on October 2, 1959, the country's first three-tier Panchayat was inaugurated by the then Prime Minister Jawaharlal Nehru in hrough the 73rd and 74th Constitutional Amendments in the year 1993, the three-tier Panchayati Raj system in India got constitutional status.  The three-tier Panchayati Raj system consists of Gram Panchayat (at the village level), Panchayat Samiti (at the intermediate level) and Zilla Parishad (at the district level).


The work of these institutions is to make economic development, strengthen social justice and implement the schemes of the state government and the central government, in which there are 29 subjects mentioned in the 11th schedule.

 Panchayati Raj system has been in existence in India since ancient times.  For the first time in modern India, Panchayati Raj system was implemented on 2 October 1959 in Nagaur district of Rajasthan by the then Prime Minister Jawaharlal Nehru.
