Relationships have special knowledge and practical experience.  The remaining 238 members are elected by the elected members of each state legislature through a system of proportional representation i.e. a single transitional voting system.

 The Rajya Sabha is a permanent house.  Which never breaks.  One-third of its members retire every other year.  In their place new members are elected.  Thus the term of office of each member of Rajya Sabha is 6 years.

 According to Article 80 (1) of the Constitution, the Vice-President of India is the Speaker of the Rajya Sabha.  The Rajya Sabha also elects one of its members as Deputy Speaker.  According to Article 249, a Rajya Sabha may declare a matter of national importance by a two-thirds majority of the members present and participating in the voting.  According to Article 312 of the Constitution, only the Rajya Sabha can pass a resolution by a two-thirds majority giving the Central Government the right to establish new All India Services.  Lok Sabha:

 (8) This is the popular as well as the lower house of Parliament.  Members of the Lok Sabha are elected directly by the people of the country.  At present the actual number of members of the Lok Sabha is 545.  There are 530 representatives from different states, 13 from the Union Territories and two Anglo-Indian members elected by the President.  The maximum number of members of Lok Sabha can be (530 + 20 + 2) = 552.  Article 82 of the Indian Constitution also provides that in addition to each census, the Demarcation Commission shall make necessary changes in the representation of different constituencies as per the order of Parliament.  As per the 84th Amendment Bill passed by the Parliament in August 2001, the number of Lok Sabha and Legislative Assembly seats will not be tampered with till 2026.

 The Lok Sabha is constituted for 5 years from the date of its first session.  But on the advice of the Prime Minister, the President can dissolve the Lok Sabha even before the five-year term
